I dropped & cracked my phone screen. It’s black but the phone vibrates like it’s on. I need to backup & get photos off of the phone.

Wake and unlock iPhone – Apple Support
If you can’t unlock it and you don’t have a backup of your photos, or an iCloud sync with another device, it’ll be impossible to recover them. You can login in your iClod account to see if they are there

It’s also true that if Apple is replacing your screen and that’s the only damage, you won’t lose your data
In most instances, Apple does not replace the screen. They provide a replacement phone.

yes it's best ask, depends on the country, the shop, ,but there's many photos you can lose just like that
Also note that even if the Apple Store the Author goes to agrees to just replace the screen, they will NOT guarantee no loss of data in the process.
Yes it's best than accepting to lose them in the first place, it's also true you can have it replaced from an independent authorised repairer. It depends what's worth more for you an iPhone 11 or your photos

Backing up is not something you do after disaster has struck. It's something you should be doing regularly.
Once this issue is resolved, implement a regular, preferably daily, backup plan. All you need to do is turn on iCloud backup. Then, every night, make sure your phone is connected to WiFi, put it on charge, and let it lock.

Maybe, but if it's a smashed screen they replace the screen and he can ask and make sure of it, that would worth a try if he doesn't have any form of backup
Depending on the store, replacing the screen may not be an option. It certainly won't hurt to ask but it shouldn't be counted on.
If you have access to a PC (no iTunes involved) the iPhone photo folder opens like in a normal memory card, and you can see only the photos, that can be copied to the PC.
It’s also true that if Apple is replacing your screen and that’s the only damage, you won’t lose your data
You can double check that with Apple Support and book sn appointment
