Can’t add a card to wallet

From settings / Wallet / add card I receive the message:

“Add card to wallet to add card …..

More info / Cancel”

When I go to the App wallet and press + I receive the same message.

ive tried to pay with Apple Pay on a website where I had the option to add a card but when trying to put in a new card it was greyed out.

i can’t find where the feature is disabled.
