Com.apple.mobilephone error 1035 I have tried setting up my voicemail multiple time with and without WiFi in different locations and my phone will not let me set up a voicemail. I have tried shutting my phone off and restarting it too.

I get Error 1304 on my iPhone when trying to set up my voicemail, greeting, etc. For some reason when I switched phones, I have no voicemail set up. My greeting I’ve had for 10 years is gone. I try to fix it and it pops up Apple, mobile phone air 1304 whatever the hell that means please advise.
