IPhone connection with Apple watch without cellular

can my apple watch be paired with my iPhone without the watch being connected to the phone's cellular provider, i.e. may I just pay for the iPhone's connection and still have the watch communicate with the iPhone?

Yes, that's how the non-cellular watches work. If you have a cellular watch, you are not required to subscribe to cell service for it.
