The basic issue is that the touch bar will stop displaying whatever buttons are supposed to be there, the left half is black, and the right half is pure white, but flickering manically. I can make it stop doing this by touching any part of the bar, but it'll be doing it again in a few minutes.

Ok, I'm willing to call this one a hardware issue. It's gotten worse. Even when the flickering goes away, the right half of the bar isn't completely black any more, it's light-gray under the buttons. I was never happy with Apple's decision to use the touch bars, and probably should have just gone with the previous year's model.
I'd agree that it's a hardware issue. An Apple Store visit seems the best bet.
