Unable to locate iPhone using Find My
my iPhone cannot locate my sons iPhone in the find my iPhone app. I need to be able to locate it if lost or stolen

Have your son see this:
If your iPhone, iPad, or iPod touch is lost or stolen
Is he a "friend" on Find My? See this on your phone:
Locate a friend in Find My on iPhone - Apple Support (QA)
Otherwise, do this on your phone:
Go to the Find My app > Me > scroll down > Help a Friend (Open iCloud.com so others can sign in and find their device from the iPhone)
