Cannot update to IOS 16.7.2

4GB free space available. Offload apps enabled. Download occurs. “preparing to install” occurs. SOFTWARE UPDATE FAILED An error occurred downloading IOS 16.7.2. No other error codes. What Gives??

What I did is I made sure I have at least 9-10GB, otherwise it was failing the same way.
