Apple Cash-Apple Pay fees

I sent my son cash through Apple Cash (from my debit account to his). If he is at a retailer that does not have the set-up for a customer to tap to pay, does he get charged a fee to transfer that cash to his debit account to use his debit card at the retailer? I feel like he would be charged a fee because I just went to transfer the balance of my Apple Cash card to my debit account (had received some cash last month), and it gave me a choice: instant transfer for a $4.81 fee or free in 1-3 days.
