I am planning to buy an iPhone 15 pro Max for my friend in India and send it from USA to INDIA.
Query: Will it show as device under my account as I suppose it'll tag to my email ID in purchase? How can it be 100% configured by him and under his name.
Understood he can create Apple ID and give it at the time of configuring iPhone, will that be sufficient?

If activated using his Apple ID it will be tied to him not your Apple ID. He would need to be sure whatever carrier he uses in India supports eSIM. He should not expect warranty service in India (it is at the discretion of the facility there but there is no guarantee and if repairs are done it may be with local parts. He would likely need to send the phone to you in the US for any repairs needed or would need to physically come himself. These are things to keep in mind).
