If you tried all the suggestions in the related article to no avail, try force restarting your phone then try again.

Force restart iPhone - Apple Support

You can choose other iOS versions from the drop down menu at the top of the article.

Not just a restart, I’m talking about a forced restart as described in the link that I posted. If you tried that and it did no good, you should contact Apple for help.
