when my MacBook is under low light and on a black screen you can see red and green dots on the display that you cant remove even during the boot screen you can see them could my GPU be failing or my Display is bad? ive attached some photos below if they help

Have you tried cleaning the Display? That is just grime on the glass, or the anti-reflective coating is damaged, or you got divots in the glass. Unfortunately only someone with physical access to the laptop can determine which one. If you cannot tell the difference, then have Apple or an Apple Authorized Service Provider examine the screen.
Yes, I have tried to clean the display. I clean it quite often actually, but the dots have been there for quite a while they haven't ever gotten worse or anything though. Is it possible that something is damaged inside the screen? I take very good care of my MacBook.
