iPhone apps default to max volume

When I open an app and press either of the volume buttons on the side of my phone to unmute and hear audio or video, it starts playing at max volume. So, for example, if I'm laying in bed and want to watch a video on Instagram at the lowest volume, I have to first hear it at max volume and then quickly turn it all the way down. Every time I reopen an app, I have to go through the process of getting blared at before I can listen to my phone on a lower volume. Is there a way to set the default volume to the lowest setting so that I have to turn the volume up rather than down to get it to the setting I prefer each time?

I am on an iPhone 13 with iOS 16.6.1.

yeah, unfortunately, for some absolutely unknowable reason, Apple allows apps and webpages to modify the volume setting of your devices. Certain sites (like facebook) and apps (like spotify) are really, really bad.

Until Apple pulls this feature (or sensibly puts it behind a permission setting) you are at the mercy of your apps. Ultimately, the volume of your sound on your iphone is up to your apps, not up to you.
