I would like to know if delete pictures from my phone gallery will it delete from my iCloud storage. I bought 2tb of iCloud storage but my phone still says full storage

No. Not is if they are locally stored on your device. They will remain in iCloud as long a Photos is enabled in iCloud Settings.
Yes. You would need to turn off sync (settings > photos) to delete items on your phone and leave them in iCloud.
