Unable to change privacy settings for apps accessing photos

In Settings-Privacy & Security-Photos: some apps can have access to full photo album, none, or “Private Access”. I can click on the app and used to be able to change the access, but every app that says Private Access I am unable to change, there is not even an option anymore since 10/22/23. Running IOS 17.0.3 on iPhone 15 Pro. Cannot access this setting inside the apps, in the settings for the specific apps, or in Privacy & Security within Settings. Never had this issue before. How do I change it? I also do not have screen time activated.
