I have over 100gb of open storage, optimized storage turned off, and still I have to download my playlists weekly. My photos are also all being offloaded in messages in less than 24 hours of receiving. You guys are killing my data plan. What’s the point in paying for a large memory of I have to keep downloading it weekly?
How do I stop this madness?

Regarding your playlists, you'll want to be sure you have Optimize Storage turned off in Settings > Music.
For your photos being offloaded, do you have optimize iPhone Storage turned on on Settings > Photos?
When you say you have "open storage", what you are referring to exactly? Is this iPhone storage or iCloud storage?
Which iPhone do you have and which iOS version is listed in Settings > General > About?
