iPhone photos synch fine, iPad photos says last synced Tuesday which was 3 days ago. Tried all the obvious, good wifi connection, reset devices, not in low power mode, turned iCloud Photos off and on, etc. everything was working fine for years, this just happened this week.

We'd suggest starting by making sure your iPad is updated to the latest software version, which is iPadOS 17.0.3. You can see the currently installed version in Settings > General > About. If needed, learn how to update here: Update your iPhone or iPad - Apple Support
If that doesn't seem to help, what do you see for the status of iCloud Photos exactly? To find out, open the Photos app, tap on the All Photos tab and scroll to the very bottom. Let us know what you find.
