cant send pics to android users

most people i know use android phones and when i try to send a picture it wont go through

iPhone SE, iOS 17

Why can't I send pictures to android smartphones consistently? Sometimes I can send a picture to an android smartphone user and sometimes I can't. I can send a picture and they will receive it and then within a minute or so I can try to send them another picture and it will not go through.

Go settings message and make sure the switch mms is on
