I was jus recently scammed on Apple Pay out of $80 that was on my Apple Cash wallet I did not have the receiving number saved in my contacts I was trying to purchase something and I was tricked out of my funds I would to file a transaction dispute for a return of my funds.

There is no such thing as a transaction dispute using Apple Cash. You gave cash to someone; and it sounds like someone you do not know.
You can: Ask for them to return the cash or file a police report. Neither is likely to get your cash back.
