Upgrading to Sonoma has deleted all my Music Library (and playlists) I'm tired of this

You cannot import a .musiclibrary database, instead you hold down option as you launch Music, click the Choose Library option, then select the .musiclibrary database that you want to open.

I seem to have a similar problem. I can not add songs to old "playlists". The old playlists are not showing up as an option to select. It only shows "new playlist", when I hover over "Add to Playlist".

See Empty/corrupt iTunes/Music library after upgrade/crash - Apple Community. If your library doesn't hold your playlists then they aren't going to show up in the Add to Playlist submenu.
