Taking off activation lock without previous owner

Hello! I have a pretty unique situation in my hands. My father passed away recently but he was never in my life and recently his belongings were brought to me and I noticed he had an Apple Watch. However, I don’t know how to pair the watch to my phone without taking off the activation code. Unfortunately, I don’t have access to his previous phone or his iCloud email and password. What can I do to get around this predicament? I really want to be able to use his watch but if it has to just be a memory then ultimately that is alright too. Please help :)
