What can I do if the sign up for Apple ID continues to say VERIFICATION FAILED?

I am struggling to continue past the Apple ID username and Password section to sign up/create my Apple ID. It keeps on showing a notification bubble that Verification has Failed. What can I do to resolve this issue I am having?

Try and create your Apple ID on a different place for example on the web
