I have tried restarting it multiple time and even did a hard reset on everything. I also changed the HDMI chord many times. Is this a TV issue or the APPLE TV? All my apps are there but there is no color.

Verify that the TV and Apple TV box both have their HDMI ports configured for YCbCr color space (not a mismatch with one on RGB).
Verify that the grayscale filter hasn’t been activated: Settings﹥Accessibility﹥Display﹥Color Filters﹥Color Filters: Off.

if it was me then I would verify if it was the tv by taking it to a friend/relative/neighbor or the likes and test it with their tv
