Apple Cash for USA citizens only!!

It's not specific to US Citizens, it's specific to US residents.

If you're a legal US resident, with a US address and government ID an a Social Security Number, you can use Apple Cash.

Apple Cash is underwritten by a US bank, and can only offer services to users with a US address.
