Is it legitimate to require 600.00 in Apple Card’s to reset/recover/transfer data from old phone to a new phone?

My sons iPhone was accidentally run over. We purchased new I phone 14, same as old one. He forgot his password and ultimately his Apple ID acct was locked. We called support and they had him purchase 100.00 Apple Card. Then complete transfer of data needed to purchase another 500.00 card. This sounds fishy. Is this truly legit? They said the cards would be credited back to our credit card.

Fishy indeed. Unfortunately, it sounds as if you found a random scam number and called that as opposed to Apple. Apple would not require you to purchase iTunes cards. Also unfortunately, you will not see the return of the funds used to purchase the cards.
