Unable to transfer eSIM profile.

Hello Apple Community/Support,


I am unable to transfer my eSIM profile from iPhone 13 to iPhone 15 (Phone is from US. I am currently in India). I have activated the iPhone 15 without activating/transferring eSIM profile to new phone. When tried keeping phones near to each other (both are running iOS16 or later) and followed instructions. It is failed and asking to contact network provider.
