Lock Screen Blur Out Effect

Hi there! I am assuming it’s apart of the new update, but there’s this new thing when making lock screens where if the photo is zoomed out enough it completely blurs the upper background… it completely ruins the photo and the only way for it to go away is to zoom in a lot and sometimes you have to zoom in too much before it goes away. Is there a way to shut that off? It is really annoying and now I can’t use most my photos without the ugly completely fogged/blurred effect. Please let me know!

There is not a way to disable the blur effect when zooming out when creating the Lock Screen from a photo.
