Hi! I just purchased an iPad and was setting it up tonight and even though I set it up as a restore from iCloud backup, none of the text messages from other iOS devices are showing up on my new iPad. I also went into settings and disconnected and reconnected messages and still no old text messages appeared after this. TIA.

Ensure that you have enabled iCloud Messages on both your old and new iPad:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Messages > Sync This iPad - set to ON
