My iphone11 phone was stolen by a thief, when I go to find my it says nolocation is only offline, what method should I use to find my phone or find out where it is?

It's been a month since my mobile phone went missing, but after it went missing, I reported it several times, but got no response from Apple support. I don't change the password remotely because it doesn't give any option. On Find My it only shows phone number and messaging option but not lock option. So far, it just tells me it's local and offline, and I can't track my cell phone remotely. Please help me to track him.
