I have two duplicate songs in ITunes. Help

The smaller file size/bit rate file is in ICloud and on PC. The Larger File is on PC, but won't upload to cloud because it says file already exists. I want to delete the smaller file from the cloud/itunes and upload the larger file to the cloud/ keep in Itunes on my computer. I see the files when I use the Itunes Find Duplicates. How should I do this so that the smaller cloud file is deleted from the cloud and and Itunesl I tried once and it deleted both files. How should this be done?

Your iCloud Music Library can keep the following available in the cloud:

Up to 100,000 songs, not including songs (or music videos) purchased from the iTunes Store; files can be no larger than 200 MB
Matched songs (songs available in the iTunes Store, whether or not you purchased them there) at iTunes Plus quality (256 kbps DRM-free AAC) and other songs at their original quality

Deleting a song from iCloud also removes the song from all your iOS and iPadOS devices that have iCloud Music Library turned on. If the deleted song was downloaded to any of your other computers, it remains on those computers until you manually delete it.
