someone is using my phone number to pay for his subscriptions. how can I cancel this

subscriptions from apple have no ties to the phone number itself only to the appleID

If you think your Apple ID has been compromised - Apple Support
if your carrier has some way of tying subscriptions to a phone number and have them charge you then you should contact your carrier to sort it out
