I have been trying to get the reminders app on my iphone/ipad/mac to upgrade with no luck.
I've removed it from icloud on all three devices, deleted completed lists (now only 6 outstanding reminders), unshared all shared lists, and even deleted the app from my phone and ipad.
No matter what I try, I cannot get it to upgrade. I need it to upgrade so I can share lists with family members again.

Yes, it almost certainly is. It sounds likely you elected to house your reminders in some account other than iCloud. Perhaps Settings > Reminders > Accounts will reveal your issue.

Similar issue that I have. My iPhone 12 Pro Reminders app is not upgrading nor has an upgrade option. It does not sync also with the reminders I have on my iPhone 14 Pro Max. The latter and my Mac are synced and no issues.
I appreciate the link but cannot see reminders from my icloud login. Is that somehow connected with my issue?
