Can't Rearrange Dock on Mac OS Monterey 12.7

I'm used to being able to move the icons easily, but now can't move them at all! I gave up and now I just REALLY want to move Safari to a better spot.

PLEASE help!

Thanks, but I am familiar with moving the icons... the problem is I am unable to drag them. I just realized I am also unable to add an app by dragging. I remember having a LOAD of trouble getting Safari back in the dock and now I can't move it. Any other ideas???
