watch widgets not displaying data

watch widgets not displaying data

upgraded to watch 9 but weather widgets not displaying data unless I touch widget to bring up app. Have restarted iPhone and verified background refresh is on but no luck.

Worked for a few days but problem has reappeared. Did hard rest several times but no success.
