How to reduce icloud storage in family share plan or go back to individual sharing on each device?

Do you mean you want to reduce the amount of storage you pay for, or reduce the amount of storage being used by the family members?
For the first one, the family organizer needs to modify the iCloud+ subscription to a lower tier by following the steps in the support document linked below.

For the second, you would need to go into each relevant device, and manage the iCloud storage being used by each in Settings ➡️ Apple ID ➡️ iCloud Storage ➡️ Manage Storage.
