Why is my App Store and iTunes disabled?

My App Store and iTunes has been disabled. Can someone tell me why? Also I cannot download any apps because of this issue.

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support when they're open.
