Unfortunately if the previous owner did not remove it from their account, then there is nothing you can do to get it unlocked. This is a security feature to keep thieves away by preventing them from being able to get into the devices that they do not own. This unfortunately causes a lot of scams when purchasing a used device. If the previous owner does not remove the device from their AppleID or “cannot remember” or “doesn’t know” the information for the AppleID it is associated with then the device is no use.

If you can get in touch with the previous owner and they forgot to remove it from their account and it was truly accidental they can remove it from their account and you’ll be able to use it.

If you did get scammed, it’s unfortunate and can be used as an expensive lesson on what to look out for if you decide to purchase used again.
