I bought a new ultra Apple Watch and I have a apple 8 plus which doesn’t allows me to get them conected

You cannot update an iPhone 8 to iOS 17. It is now too old and lacks the hardware required to run iOS 17. And so, you're new Apple Watch, which came with WatchOS 10, is not compatible with your iPhone. The only choices you have would be to return the watch or buy a newer, more modern iPhone which can run iOS 17.
