Upgrading iPhone 13 pro to 14 Pro Max and pro max wont update (iOS 17.0.3)

I am trying to upgrade my old phone (13 pro) to a new phone (14 pro max), and for some reason after doing all of the processes, choosing the phone-to-phone transfer, and getting to install the update, I click "install now" and it just sits there. I have tried this 3 times where one of the tries I attempted the cloud backup transfer, it just says I have to update the device to iOS 17.0.3. Can anyone help me out with this?

It’s not gonna work because I’m having the same issue it keeps getting stuck on update software. WiFi strong battery strong Apple iOS update is the issue I still haven’t figured out how to work around. Can’t set up manually either from iOS backup because you can’t choose the 17.0.3 from backup from iCloud. This is ridiculous.
