I suggest start with a Forced Reset (reboot) on your Apple Watch. This should clean up any glitched software and will probably fix the problem after the restart. Simply press and hold both the Digital Crown and the Side Button (together, about 10 - 15 seconds) until the white Apple logo appears. Then release the buttons and let the watch restart.
Ignore any attempted emergency calls while you are holding the buttons, just force it through to the reboot. Either the watch will restart before the call is actually started, or if they try to call back your iPhone will catch it and you can explain it was a glitched Apple Watch.
If your Apple Watch resumes the unwanted calls after restarting there is probably a hardware fault. Launch another Forced Reset then after the Apple logo appears Press and hold the side button until you get the power-off option, power down and Contact Apple Support for more advice.

I would only suggest trying the freezer if you've exhausted all other options (eject water, factory reset, etc.). My SOS kept going off after I went swimming, so I tried putting it in the freezer for 2 hours and now the watch won't turn on at all. I assume some water had broken the seal and the freezing process completely damaged the internal components.
I had a same problem. After a long workout in a hot, this malfunction arised.
I put my watch in the freezer and the problem solved!

Mine started when my apps list stopped scrolling and froze. Restart only went to SOS call for days. Today I took my watch off, entered my passcode, pressed the crown and button simultaneously, and the screen went to the apple (no swipe to shut down option). The watch then restarted and all features were able to be restored. Was it because I did shutdown with the watch off my wrist? Or did some glitch resolve itself? Just glad to have it working.
I am having the same issue - were you able to find a fix for this? I've tried all the resets, unpair/repair, erasing device etc and so far nothing has worked - apple is telling me since I am out of warranty it will cost $380 for them to replace it if they cannot fix it which is ABSURD! Hoping someone knows how to fix it :(((
I’ve done all these things nothing worked - at one point it looked like it reset and then a few hours later it started with the SOS thing again - after which I tried resetting again and it failed to go through the full reset. Sadly, I’ve not worn my watch since and I miss it and living in Brazil - 3-4 days drive from any Apple Store , I’ve not had any way to have them look at it just yet.
the whole thing was rather bizarre and the support received from apple was rather disappointing - “oh well you are out of warranty now so you will need to pay $380 to repair it” which is more than a new Apple Watch! Prior to purchasing this watch I wore a Casio watch for about 10 yrs - it was a 10th of the price and still works without a problem. I feel a bit unsupported by apple. I’ve been using all apple products since 2008 - and back some years ago when there was some type of issue they were good to help even if the warranty was expired they would find some way to help. Nowadays it is more of a “too bad” kind of attitude which has left a bad taste in my mouth - SADLY as I loved apple.
I was able to stop this behavior by placing the apple watch in the freezer for 2 hours and then rewarming. The theory is that freezing causes differential contraction and expansion of the watch’s components and assures correct internal electrical connections. Whatever— it worked….
Same happened with me, I managed to resolve the issue after unpair my watch with iPhone however 2 days ago it all started again and this time around will be round 3 for me. Unpairing does not work, I am soooooooo frustrated. It is obviously that there is a glitch in the apple iwatch system/software as I thought it was only me but reading here it is evident that there is a problem.
So the question, what is Apple going to do about this?
I have the same experience, forced restart doesn’t work, and this happened right after the warranty expired ( 5 days)
What version of WatchOS is your Watch on? What version iOS is your iPhone? What model Watch and iPhone?
