Apple Watch 9 weather complications don't work

I upgraded from the Apple Watch SE to the Series 9.

The weather complications always worked just fine on my Watch SE watch face.

I am using the exact same watch face on the Watch Series 9, but the complications for weather are just dashes.

Does anyone know how to fix this. I'm really disappointed with this, but otherwise the Series 9 is great.

I called Apple Support and they told me to update to the newest Watch OS and that fixed it until I turned the watch off and back on and now I'm back to dashes.

I also tried the other recommended steps by Apple Support to no avail.

Please help!
