Can I renew my Apple care

Based on Personal Experience:

Apple has the say in an annual plan being available to you after it expires. When it is about to expire, they inform you of this, if it is an option. But, for some, they do not permit the annual plan to be proceeded with. how they determine this, I have no idea.

Not if you miss the renewal window. 30 days after expiration is the limit I think.

I got an email telling me mine had expired.

That's Apple's call. As to how and why Apple allows for it to be extended, is beyond my knowledge. I purchased my 2018 MBP for just the price of AppleCare. I troubleshot my 2017 one with them over-the-phone for more than 100 hours (by their reports). Being so committed, I was granted a free $2,500 upgrade. I am permitted to renew it, and plan to do until not an option. Being Intel, I can run more apps on it, along with older macOS versions.

You can't renew the AppleCare, though you can extend your AppleCare coverage in some countries.
