The option to add links in the note app is missing.
Restart of the phone didn‘t resolve the issue.

I’m having the same issue. Ive restarted my phone to no avail. The issue of the “add link” button missing still persists.
Tap the area where you want to insert a link, and the Edit item will appear. Then tap the > button and you will see the image below.
You may also want to paste the URL directly.
I just discovered that it doesn't work with the notes app on iCloud.com either.
This is a feature only available in iOS 17. Can you update your iPhone to this version if your device is compatible ?
