Is there anyway I can recover 1 deleted text message from 1/28/2022 on my iphone 6s?

I mean…if you deleted it more than a month or so ago it’s not expected to still be available. But in your case it you wouldn’t have been able to anyway because the iPhone 6s doesn’t support iOS 16 which you would have needed to have access to that feature.
Needs to be iOS 16 or later and the text would need to still be in the Recently Deleted folder. After 30-40 days it’s gone.

If it was an SMS message (green bubble) your cellular carrier may save messages for a time period and you would need to ask them.
