I cant clear my activation code on my apple watch

I upgraded my phone, and now my Apple Watch will not connect to my new phone. It says I have an activation code. This is something I have no idea about and I can’t remember my old passwords.

Apple watch Activation lock. My wife has forgotten her activation code on her Apple watch. I have tried to reset but i keep getting the prompt for code. I purchased her anew watch for Christmas and have paired the new one. it is unreasonable for me to think there is not a way to reset the old watch since it is still in great shape. Please help?

I have this Apple Watch series 3 and it is still hooked up to my old phone that’s broke and I can’t get in without my Apple ID and password from the old phone is there a way that I can remove that activation lock so I can connect it to the new phone? How can I remove a activation lock from a Apple Watch series 3?
