I received iphone for my work, but my predecessor, who doesn't work here anymore, did not sign off his apple ID. There is no way to contact him anymore. How can I sign him off, so I can use my ID on this phone? I don't know his password or trusted phone, no access to his old work email.

This is not possible. Your employer (they are the original owner of the iPhone) needs to perform an activation lock request if they cannot contact your predecessor anymore
