You can't

Activation lock is a security protocol that can't be bypassed. Only the person it is locked to can unlock it.

If you bought this from someone and it came locked, try to get your money back, you will never be able to use the phone.

There is no “solution” for removing Activation Lock if you bought a phone that is locked to someone you don’t know how to contact. Other than to treat this as an expensive learning experience of what not to do. Activation Lock will remain and Apple will not remove it for you.

if considering the purchase of a used iPhone, you should take care so that you do not get an Activation-Locked and possibly-stolen “brick.” See the User Tip mentioned in the reply by Kurtosis12.
