Security Lockout

My daughter locked her phone. I have already filled out the request for apple ID recovery twice. Both times I got a response from Apple that I would be contacted on a specific day and time, but on both occasions no one contacted me. What should I do?

You would to Contact - Official Apple Support again and tell them that no one contacted you
