Final Cut Pro X 10.6.9 on Sonoma exporting pixelated videos in H264

I just ran into this issue recently. But whenever I export my 4K project to master file or an "Apple Devices" file in H.264, a few of the same frames are pixelated every time. Only works in Apple ProRes, but then the files are huge. They aren't pixelated in the Final Cut project, only in the export. I have updated all of the adjustment layers I am using. There are no plugins on the clip, just color graded simply in FCPX. It isn't on all of the clips, just a few of the same ones every time. Filmed on an R5. I have updated my computers, updated FCPX and even tried copy and pasting the content from this project into another one to export from there. Same frames are pixelated every time. It works if I export an "Apple Devices" 10-bit 4K file. Just not H264. This seems to be an internal FCPX issue, as I have no other plugins besides a recently updated and downloaded adjustment layer in the project and simple color wheels added per clip.

I do not see any pixelization at all. I can’t find any pixels, maybe it’s the screenshot. There is some slight gradient banding, the gradient isn’t as full as the original but that’s caused y the 8-bit color depth that has a reduced number of colors. With more pronounced banding some editors like to add a small amount of noise to the image to help the encoding make the gradient appear smoother.
