If you're asking how you can use any tones other than the ones currently listed under text tones, you can't. For reasons not known to anyone but Apple, that ability was removed with iOS 17. If this bothers you as much as it does me, submit your feedback to Apple:

HERE IS A WORKING SOLUTION THAT I JUST TESTED! If you wish to use a ringtone you make as a text tone you may

have not figured out how to use the included apple ring sounds as text alerts but this is ok

Get a ringtone app

download the tone to garage band

in go long press your new sound

choose share

choose ringtone

choose export

chose ringtone

choose use sound as: either standard ringtone

or text tone

Or assign to contact.

with this I could choose music from my iTunes and edit a clip and install it as a text tone and set it to a contact

solved i think

enjoy

I just picked up the iPhone 15 and learned of the change. I had transferred ringtones from my old phone. It allows you to use default ringtone and text tone for all. There is no longer a feature to customize each individual person for texting. I don't like this. I used the customize frequently, so I know who is texting me. This needs to be added back in. When I edit a contact, it no longer has that option, only default, however they added extras that I wouldn't use.

I did discover if I download a ringtone, I get a menu and can select it for text messages. Then, cannot use for ringtone.

That is, I'm assuming, a but. Whether or not the removal of the ability to add homemade ring tones is a bug or a deliberate choice remains to be seen. Submit feedback. Hopefully, Apple will listen.

I know it's been fixed with IOS 17.1
I don't know how to close this.

I wasn't responding to you but rather to a recent poster who seemed to still be upset.

There's no need to close the thread. Eventually, it will stop getting traffic and will be automatically closed. If you want to stop getting notifications from it, click on the bell icon beneath your original post. It should turn white.

Best of luck.
