My iPhone 6 does not allow outlook. What is the workaround?
My iPhone 6 is limited to no newer than iOS 12.5.7.
Outlook wants newer iOS.
What is my remedy short of buying a new phone?
iPhone 6s Plus, iOS 14

Getting Outlook to Work on an iPhone:
A. Use a New App Password:
I remember chatting with Microsoft not too long ago, and going through this to set up other accounts to be accessed on Mail, Outlook, and on other Apps. When you make a change to a device (i.e. update installation), then you may need to use a new app password for the Mail app. Go here: Manage app passwords for two-step verification - Microsoft Support
B. Chat with Microsoft:
Also, chat with Microsoft, asking about login issue, and incompatibly issues. Use their Virtual Agent for chatting: Microsoft Virtual Agent - Microsoft

Good point. Took it as if the OP is trying to add the outlook.com domain to the Mail app. So, I may have mistaken this.
You won't be able to use the Outlook app on your phone, it requires iOS 15 or higher. You could try the web version.
I think your approach to this by adding his email to the built in email app is a viable solution too.
I took it as he wanted to install Outlook which on that phone won't work.
